Organization

The main goal of the All-Ukrainian Resuscitation Council is to improve the quality of emergency medical care and resuscitation in Ukraine.

We believe that achieving this goal is possible only through implementing international standards for emergency care and the enhancement of resuscitation competencies both among medical professionals and ordinary citizens. Therefore, the All-Ukrainian Resuscitation Council currently serves as the national representative in Ukraine for the European Resuscitation Council (ERC) and the European Society for Emergency Medicine (EUSEM) – the most important professional organizations in the field of pre-hospital emergency care.

History of ARCEM
Organization

Since its establishment in 2011, the main activity of the All-Ukrainian Public Organization “All-Ukrainian Resuscitation Council and Emergency Medicine” (hereinafter referred to as the ARCEM) has been the implementation of international standards to improve pre-hospital and emergency medical care in Ukraine.

The primary goal of ARCEM is to prevent or minimize the consequences of emergencies and military actions, reduce casualties caused by accidents and disasters, and enhance the level of knowledge, skills, and abilities in resuscitation as well as providing pre-hospital and emergency medical care in Ukraine.

The active public activities of the ARCEM are aimed at improving legislation in the field of organizing medical care for victims in emergencies and implementing resuscitation measures, which can unquestionably be considered an example of global experience and standards of resuscitation measures.

As a professional organization in emergency medicine, over the years of its activity, the VRP has implemented many projects and activities, including organizing consultations and expertise in the field of resuscitation and the organization of medical care. It has also made efforts to disseminate global experience in improving the implementation of resuscitation measures (both professional and non-professional, for the public). Among them:

  • Implementation of internationally certified courses in the continuous postgraduate education system for physicians.
  • Development and publication of educational literature for higher medical institutions and postgraduate education systems.
  • Annual holding of international scientific and practical conferences dedicated to current issues of emergency medical care, including establishing emergency medical departments.
  • Annual conduct of international competitions among emergency medical teams.

To implement the best global practices in providing emergency medical care, the ARCEM collaborates with scientific professional organizations and is their sole representative in Ukraine. We use the experience and skills of EUSEM (European Society For Emergency Medicine), ACEP (American College of Emergency Physicians), and ERC (European Resuscitation Council).

Members of the ARCEM are non-staff experts of the Ministry of Health in the field of “Emergency Medicine.”

As of early April 2021, there are already 149+ ERC-certified instructors in Ukraine.

ARCEM has extensive methodological and organizational experience in training emergency medical care workers and the general population, both at the local and national levels. ARCEM collaborates with more than 15 higher education institutions and specialized organizations. We would like to emphasize our fruitful cooperation with the State Institution “Ukrainian Scientific and Practical Center for Emergency Medical Care and Medicine of Catastrophes of the Ministry of Health of Ukraine,” which provides methodological support for Ukraine’s emergency medical care system.
